Home System、以下SHS）は系統電力網が整備されていない地域で、安価に再生可能エネルギーによる電化が可能と期待され、アフリカ農村において 2000 年頃から急速に普及が進んでいる。しかし、SHS の世帯レベルの電気の利用状況に着目した事例研究は少なく、住民が問題を抱えるに至る要因やそれによって農村住民にもたらされる影響は明らかにされていない。そこで本稿では、タンザニア南西部の農村での現地調査をとおして、SHS の普及状況と不適正利用の実態とその要因を明らかにした。調査は SHS を所有する 32 世帯と SHS 販売者へのヒアリング調査、および SHS を所有する世帯から 10 世帯を抽出してデータロガーによる出力測定をおこなった。結果、ほとんどの世帯がシステムの要となるバッテリーの管理に問題を抱えており、そのための経済的損失が示唆された。アフリカの電化状況や関連政策の評価はこのような利用の実態をふまえることが不可欠である。
