年の行政院衛生署とその部局であった環境衛生處の設立から始まった。環境衛生處は，通常の環境衛生だけでなく，公害防止と環境政策の多くの分野を担当した。本稿は，まず1971 年の行政院衛生署設立に対して，1967 年の台北市の行政院直轄市への昇格が大きな影響を与えたことを明らかにする。1971 年以前，中央政府では内政部衛生司が衛生行政を担当していたが，衛生行政の多くを実質的に台湾省政府衛生處が分担していた。1967 年に台北市が行政院直轄市に昇格して台湾省政府の管轄から離れた結果，中央政府の衛生行政組織を拡充する必要が生じた。また，環境衛生處の設置は行政院の当初の想定にはなく，行政院衛生署組織法案が立法院で修正を受けた結果であった。行政院は当初は衛生署を内政部の部局のまま昇格させる予定だった。しかし，対外的な危機への対応として衛生行政の成果を国際社会にアピールするために，行政院直属の行政組織に変更した。そのために組織法を立法院で成立させることが必要となった。行政院衛生署組織法案の修正には，国民党政権の移転後に台湾で初めて行われた1969
