年代後半の日本の対南アフリカ政策である。1980 年代後半，日本は3 段階にわたって対南アフリカ規制措置を追加した。この日本の対応は，先行研究においては「外圧」への反応として理解されてきたが，本稿では，3 段階の追加規制のうち第2 段階までは「外圧」というより西側諸国との横並びの協調として解釈することが妥当であり，第3 段階にあたる1988
