年に設立された全羅北道・古阜水利組合の組織運営に関して事例分析を行った。分析の結果，次の2 点が明らかになった。第1 に，組合長や評議員の選出過程において，少数の日本人資本法人・日本人の大地主からなる有力組合員が主導権を掌握していた。評議会においては，大地主でありかつ組合の債権者でもあった東洋拓殖会社およびその他大地主らが，自分たちの利害を背景に厳格な組合費徴収を主張してそれを制度化させた。第2
